Winston attended the University of Windsor where he earned a Bachelor of Arts in Political Science (1994), followed by a Master of Arts in Political Science (1995). He went on to earn his Juris Doctor degree (1999) at the University of Ottawa. In his law school days, Winston worked part-time at the Human Rights division of Corrections Services Canada as a legal researcher. Following graduation from law school, he articled with a Toronto law firm and was called to the Ontario bar in 2001. Shortly after that, Winston moved to Vancouver where he articled with Fasken Martineau. In 2002, Winston was called to the bar in British Columbia.

Winston is presently a director of the Taiwan Chamber of Commerce in B.C. and the president of the Richmond Mandarin Lions club.
